Modernizing UNIversity GOVernance and Management in Libya is a three-year project and co-funded by the European Commission’s Tempus programme. It aims at facilitating and reinforcing the ongoing governance reforms in Libyan higher education system through enhancing accountability and promoting institutional autonomy.

Libyan higher education institutions (HEIs) and research activities were once completely supported by the country. However, they are now exposed to a new and free-market economy after the civil war and dramatic political reform. Increasing concerns have raised on financing and governance of HEIs in the country and in fact, it is one of them main challenges in the education system.

With the support from the Libyan Ministry of Higher Education and Scientific Research, six public and one private universities in Libya will work together with four European HEIs to achieve the specific objectives:

• To ensure sound financial management and financial accountability and,
• To strengthen universities networking capacities
